This short documentary on HAARP from back at its beginnings in 1995 is interesting. It had one very striking piece that points to the mechanisms that could be at play in hurricane creation. It stated that using HAARP punches a hole in the ionosphere that protects us from cosmic rays. I recalled in The Climate Movie that I posted awhile back that told the story of how cosmic rays are basically the seeds of clouds. If you have a mechanism to allow more cosmic rays to reach the lower atmosphere in a highly humid region such as the Gulf of Mexico, then it would stand to reason that higher cloud creation would take place.
